GENTLEMEN,

In continuation of my letters of the 30th October, 7th November, 24th November, and 7th December, 1911, and the 1st February and 28th April, 1915, I am directed to convey to you the following further instructions of His Excellency the Governor: ---

German and Austrian Steamers Cargo Committee.

It has been reported to the Government that the above Committee require about $1,000 to defray their expenditure on behalf of cargo owners and that they propose to make an assessment on all persons interested pro rata in order to raise the neces- sary sum.

As the work undertaken by the Committee has been to a considerable extent on behalf of the liquidations of the German and Austrian firms, it is obviously reasonable that the assets of these firms should contribute towards the expenses incurred. The assessment referred to should therefore be paid by the liquidators of such firms as are interested in the cargo in question, and these payments are to be treated as part of the liquidators' expenses.
